As much as Leaf fans hate the thought of Marner getting $12+ million, if Marner hits the UFA open market, a team will overspend to get him.

You argument doesn't hold water, a sign and trade with Marner nets a 9th year (next season plus a 8 yr contract) and could be lower AAV than what Marner gets offered as an UFA.

A budget of $8 million for your 4th line, bottom pair Dmen and a healthy scratch probably will not get you a quality enough to win the Cup, sure that budget will keep you as a Cup pretender but not a true Cup contender.
