I don't think the Flames go for this as they are very high on Andersson. Neal was a flop in year one, but I expect they give him another chance this year rather than paying a huge price in Andersson to off load him. Stone is still a decent #5D that can play #4 on thinner teams or when injuries hit. He was hobbled last year by a blood clot and couldn't play, but I think they would not have to pay to move him out as there are plenty of teams with cap space with horrible RD depth who would take him on for a late pick. He is the type of defense man that teams pay mid round picks for at the deadline.
As for Wennberg, I don't think a third round pick gets him as he's at worst a 24 year old #3 center with 50 point upside. They likely ask Ottawa for at least Florida's 2019 second. I also don't see Ottawa making a move for him as they already have three decent centers in White, Tierny, and Pageau; but your idea for them to pressure Columbus into keeping Duchene by making a play for Wennberg does make some sense.
