It is because Bortz is one of those tweener kind of defenders. He's not bad enough to be "just a" third pairing, but he also has some skills of a second pairing but isn't good enough to be one. The Blues would hate to give him up, as his value to St. Louis is very high. Holl is a true third liner, and to get Army to give up Bortz, I think you'd have to make it hard for him to ignore.

Bortuzzo would be a perfect guy for Toronto, Vegas, or Edmonton imo.
