I think he could have accepted something like this a long time ago. He just wants to stay in Tampa and why wouldn't he. He's probably just playing hard ball as long as possible until eventually gets what he knows is probably the most Tampa can possibly offer to him and then accept. No RFA has missed an games yet.....
