Description
In case you haven't seen Dangle's Rules:

1. No Trades
2. No UFAs
3. Must have NHL experience (or be 25 or older)

I have Seattle taking Zucker in the expansion draft so I have included that. I won't be surprised if it ends up being ZAR but that won't change much anyway.

I have Larmi as the 3rd goalie despite him being 24 currently as he will be 25 by the start of the season.

Assuming this is all correct the pens should have a fairly quiet off-season. All they really need to look at is some forward depth that can play on the 3rd/4th line and potentially some depth defenceman.

On the forward side they could bring up Poulin/Legare or if they bring back some UFA players Gaudreau or Rodrigues would be nice to get back. On the defensive side if they bring back Ceci I'll be pretty happy. That would still give the pens a solid team with only players they currently have.

That entire ~5mil in cap space they’ll have (23 man team, DeSmith likely getting buried or traded) should be used on a starting goalie. If they can get Khudobin from Seattle that would be good. Andersen seems like a reasonable target on the open market. Maybe Driedger but he has less sample size.

Pens will resign Gaudreau cheaply. Something like 1M per for 2 seaons. He’s been a league minimum player his career so far. A 2M contract would be great for him.

Pens let Erod walk. Pens let Ceci walk. Unless he sign for 2M or less in my opinion. And I think he will get paid for having a good season last year. I think it will be 2.5M-3.5M. And the Pens shouldn’t pay that.

Should sign someone like Luke Schenn as their 3rd pairing RHD. A big Physical, D-man, that they can sign for around 1.25M for 1-2 seasons. And keep the NHL D-man depth in Riikola/Ruhwedel and PO-Joseph/Friedman.

If Seattle takes Zucker, which looks most likely. Pens should try Poulin on the 3rd line to start the season and sign a RW for the 3rd line. Someone like B.Coleman, Bobby Ryan, W.Simmons, M.Granlund, N.Foligno, L.Glendening, M.Perreault.

Having Poulin/J.Carter/W.Simmons as a 3rd line would be great in my opinion. To have to vets on the same line as Poulin. Would be great.

And keep Guentzel/Sid/Rust, and McCann/Geno/Kappy.

And the 4th line still being ZAR/Blueger/Tanev.

And having Zohorna/Gaudreau/Angello as depth. A long with S.Lafferty and D.OConnor.

I really like the idea of Freddy. If we can get him I'm absolutely in. But, we are still pretty close to the cap, will probably have to make a move or two to make him fit.

I think you should be fine. Once you narrow the team down to a 23-man roster you have around 4mil in space, and then another 1mil when DeSmith is buried. Given his recent production and the flat cap world, I think 4.5mil is about all Andersen can hope for, and you’ll wind up a few hundred thousand below the cap with a full roster if my math is correct, and can begin accumulating cap space if you go down to a 22-man roster.

I'm Hoping Ceci wants to stay and we can get him at 2M. Schenn seems like a nice add for cheap if he doesn't. Erod is probably gone tho, I agree. I would really like to see Poulin in the NHL, if he starts on the 2nd/3rd line I think that would be cool. I like the idea of Simmons or Coleman personally.

I also think they might make a stab at Freddy Anderson to play with Jarry.
