Muzzin probably doesn;t waive, but SEA would want more than that.
At this point in their careers, Muzzin and his age/ambition/health/speed/talent level is a huge question and paid over 5mil. I think it would require a much better pick at least (a 2nd? and maybe a solid prospect like Abramov). I just cant see a huge market for him, based on his declining skills, salary and contract to garner much value back at all, especially to SEA.
And it takes 3 (almost) cap dumps to make it happen? Mrazek is overpaid/oft injured, but he might get a 4th. Ritchie will take more than a 5th to get rid of that contract. Kerfoot probably gets a bit more (a 3rd and 4th). Maybe Kerfoot, Muzzin, a prospect and a 1st for Dunn is more in the wheelhouse.
Overall though, 20 skaters and a bit of cap space is much better than a lot of proposals.
