Couple conflicting concepts here.

If Campbell is signing for 2x3.8, that means he’s just not very good. Leafs are stuck in the same spot with goaltending.
If Sandin is a second pair d man, why is he signing for 950K? Same for Liljegren. Either these guys are good and they get paid, or they’re not ready for these positions, and they don’t get paid.

Value isn't awful, but I can't see Dallas trading away the best prospect they've had since Heiskanen. Johnston is on pace to put up numbers that the OHL hasn't seen from a 19U player since 2014-2015 when Marner was playing for London. With the trajectory the Stars are on & the age of their roster, guys like Johnston are going to be huge (affordable) pieces for the Stars and keep them from having to undergo a lengthy rebuild

If I'm Dallas, I'm much more inclined to try and work out a Dellandrea + 2nd Round Pick for Robertson deal (as the base, other pieces I'm sure would be added) than to add Johnston, a 1st, and Nylander into the conversation

Stars decline. Value is fine, but the fit isn’t there.

Johnston is a no go, the kids a number one centre in the making. And I’d rather a number 1 centre than a number 1/2 winger.
