When the salary cap era began in 2005-06, the cap was $39 million. What's the best possible team that could be constructed if the cap was that low today AND you couldn't sign any players on ELC's?

Performance bonuses count against the salary cap; however, a team can exceed the salary cap due to performance bonuses by the maximum performance bonus cushion amount of 7.5 percent of the upper limit.
i.e., this team has 3m in performance bonus related overages, so they have room for Bergeron

For some reason, I am under the impression that any overages one year are applied to the following season’s salary cap. Am I wrong on that?
