As it stands, Necas is the more valuable player right now. Why would Canes add on Bear and a first for 2 guys that have struggled thus far this season? @Caniac2000 said it all. Look at the difference between Horvat and Necas stat lines. It is a night and day difference. Needless to say, Canes pass on that offer in a heartbeat.
