I hope so and hope Toronto doesn't match this, this way Arizona can finally move like they need to because this would be the absolute bankruptcy move needed to finally force Bettman's hand.

Matthews isn't getting offer sheeted. Just cause he's from Arizona doesn't mean he has to play there. 2 main reasons why he doesn't:
1) Arizona doesn't have the actual money. They're a low budget team that can't afford to spend that much on players.
2) if Arizona did this, you can say goodbye to Clayton Keller the year after. Not only would Toronto come back at him with an offer sheet in a revenge way, but Arizona wouldn't have the cap to match the offer so he's as good as gone.

The big free agents won't be targeted with an offer sheet, it'll be all the second class tier IF anyone gets one.

I would definitely be smart to offersheet matthews, it would have been smart to offersheet willy too. Like 12.25 for Matthews as a rfa would put the leafs in a really tough spot cap wise and force their hands.

They're gonna have around $21M in cap space in the summer depending how much the cap goes up.. plus teams are allowed to go 10% over the cap in the summer before the season starts. So there's another $8M.. so yeah, I'm pretty sure they have the space to match any offer.

oh and you're forgetting that Arizona doesn't have the actual money to pay Matthews. They're an internal cap team, and paying $15M for one player won't allow them to sign other players under their own cap.
