It's so tough to say which teams are going to be in trouble in three years. I think wojme is right by listing rebuilding teams, which should have a lot of good young talent eligible for the expansion draft at this time (assuming they use the same blueprint as the Vegas expansion draft).

I think it all depends on how they set up the expansion draft. It wouldn't surprise me if the teams tried to negotiate for an extra protection slot, but like Vegas, the League will be looking to make Seattle competitive right out of the gate.
