And CAR does this why? It's not NHL18 GM Mode when the other GM only cares about "value"

Because they believe it sets them up better for their future. They're not contenders this year. And this gives them a good prospect in their team's biggest area of weakness as well as two picks that could end up being lottery picks - this would be a HUGE gamble for the Pens. (obviously one I think worth taking)

They are ahead of Pens and are in the playoffs with a young core(including Staal). No reason for them to trade him unless it is a drastic overpayment and defiantly they aren’t retaining.
