Eller is one of the best 3rd line C in the league, no way Caps trade him for a mid-round pick. Carlson and Wilson will be more expensive to re-sign, so don´t sign Green and play Djoos or another youngster instead.

Improving D should not mean you play Orpik in the 2nd pariing. He better not be playing at all next season for us.
