Matthews is a franchise player. A blue-chip prospect, Top 4 dman , 1st and 2nd and rights to "meh" prospect. No way Toronto even considers this. That might get you a 20th-25th best player in the league.

Should add a guy with 9 goals isn't gonna get 5 million at that term, could turn out to be a horrible contract.

Even if Arizona offers sheets Matthews in 2019 and the Leafs don't match. The four first rounders as compensation would be much better than the packaged offered here.
