VAN wins because Kero is the better player in the deal and may be able to break VAN's NHL lineup. This seems more like a trade Bowman made to help Kero get another NHL shot.

Chicago doesn't care about the extra pennies they would pay Kero over Chaput.
This trade simply comes down to the fact that their original organization didn't see an NHL future for their players, so they swapped them in order to maybe get a few good games out of them.

Also Chicago money IS NOT Rockford money. Yes they are affiliates, but that does not mean the Ice Hogs have the same piggy bank as the Blackhawks. Also Kero had another year on his contract while Chabut did not.

The Blackhawks pay the Blackhawk contracts. Anyone on an NHL contract is paid by the NHL team. Doesn't matter if they are in an NHL locker room, an AHL locker room, or in Norway. Your argument that the Rockford Icehogs (I'm from Rockford, btw) can't afford to pay Tanner Kero makes little to no sense because they DON'T pay him either way.
