Unless the cap is going to 100 million for the 2019-2020 season, there's no way this type of approach is feasible long-term. Matthews will not make less than Tavares or Seguin - period.
Toronto won't be picking high in the draft for awhile now that they're good - unless they trade a good player to a mediocre team that falls into lottery contention (i.e., Colorado and Ottawa this year via Duchene). Some of their D may turn out - Dermott has a pretty high ceiling. If Carrick is playing in your top 4 - and there aren't multiple injuries on your d-core - that's not a great sign. He's too error-prone and doesn't have the best judgment at key points of the game.
