How is this allowed? Does't he need to be drafted, he is still 18.

No undrafted guys are technically FAs until the CHL season starts. It's the same way guys like Phil Myers get signed as 18 year olds.

Thanks, is this only true for the CHL or other leagues as well?

I'd have to look up the rule again. But I think only CHL guys. Maybe someone else will know. Sorry man.

UDFAs who are still eligible to be drafted can only be signed if they are invited to developmental camp or something. Thats how we were able to sign Philippe Myers.

Well they did have Kotkov on their camp list I believe. So that might be why they signed him now.
