Waivers question

When a player is placed on waivers, is it the first team to claim the player the team that gets the player? Or is there an order of teams and the highest on the list can claim them if they want?

I'm pretty sure that the team in 31st has top priority but I could be wrong.

So do they go through every team from 31-1 until someone claims him or they go through the whole league without anyone claiming them?

Or can any team try to claim him at any time, with the lower team in the standings getting the player if multiple teams try to claim him, like the GM Game?

The player can be claimed by any team (one time shot, each team says yes or no). Of those that make a claim, the team with the worst record gets the player's rights. If no one makes a claim their current team retains the rights.

So if Jean-Sebastien Dea was put on waivers by the Penguins today, why did the Devils get him today? Can a team with a worse record steal him from them?

He was placed on waivers yesterday and would've cleared today, but was claimed.

As @wojme mentioned, he was put on waivers yesterday, but even if it was "same day" the NHL would still get a yes or no from every other team first.

When they hit waivers every GM says yes or no. If say 5 GM's say yes we want him, they see who is the lowest rank and that's who gets them. You can put a claim in on the player and still not get them (if you're not the lowest ranking team).

The Devils were the lowest ranked team (currently based on the standing at the end of last season) to make a claim on him when we went through waivers.

And let's no forget the rule the keeping the playing on the NHL roster.
Think I have this right. The 10th "worse" (let's say Rangers). team makes a claim from lets say the 26th worse team (Leafs) They have to keep that player on their roster.
If at anytime during the season the wish to waive that player to he minors.....the player is can be claimed by all teams starting at #11 all the 25. (skips the Leafs) and then to 27 to 31, all the teams, that never had an opportunity to claim him before. If someone makes a claim, then the waiver rules apply, the player has to stay in the NHL.
If no one makes a claim, the Leafs can reclaim him if they want , and can keep on the NHL roster or place in him in the minors.
That's one reason the there are so few waivers claims....it's the necessity of keeping the player on the NHL roster.

My understanding is that there's no difference if the player is waived again by their new team. It's doesn't start somewhere in the middle of the ranking and no teams are skipped (other than the team that is actually waiving the player). It would follow the same procedure.
