Not sure what that has to do with anything. A normal #5 defensemen gets PK time. Also according to DailyFaceoff, he plays on the 3rd pairing soo
Pairs do not matter. Here let me link this to you:

Babs plays the Leafs LD more then their respective RD, and he doesn't give young developing players PK time.
TL;DR
Player----------- GP- TOI -----TOI/GP
Morgan Rielly -6- 122.65- 20.44
Jake Gardiner -4- 75.38- 18.85
Ron Hainsey --6- 103.92- 17.32
Travis Dermott -6- 100.43- 16.74
------------------------------------------------------------Top 4 line
Nikita Zaitsev -6- 100.17- 16.69
Martin Marincin -2- 28.67- 14.33
Igor Ozhiganov -6- 75.45- 12.58
Obviously this was before Muzzin (Hainsey has lost the most time due to Muzz), but the point is he is already a top 4 Dman. He is like the Leafs Mete, and might be better right now (how that looks long term is anyones guess but...)
A quote:
The usage change when the score was close shows an attempt to get Morgan Rielly in the offensive zone more, sit Marincin and Ozhiganov, but very surprisingly, Dermott’s usage got more defensively oriented.
