I based the contracts on the fact that they have low taxes. They need a much lower caphit to make the same salary.

This is something that needs to be addressed by the league. The extra 10-15% cap they can gain from reduced tax on players is an unfair advantage in building a team for long term success.

I absolutly agree with you. But since the advantage is there, Tampa would be stupid not to use it
