Incentive Based Salary Cap

I admit this thread is not initially well thought. It's purpose is trying to come up with suggestions from you all to better regulate the salary cap without rewarding slugs. It is also coming from a Chicago Blackhawks fan's perspective and geared towards two of their specific current players, Panarin and Bickell. So here goes!

The league has a salary cap with basement and ceiling limits. At present time, the low limit is around $54M with the cap being $71.4M. I am proposing each team to meet the low limit with base salaries and incentive-laden contracts to make up for the rest of the cap. An example might be the present 23 man roster totaling base salaries of the $54M. The incentives would be paid mainly on average time on ice for skaters as well as team scoring rankings. The goalies might be games played and save percentage. League leaders at year's end would be compensated by the league.

How do Panarin and Bickell factor into this proposal? The Hawks are directly affected by either of these two but for different reasons. Panarin earned all of his bonuses that will be applied to next season's cap. The Hawks could have controlled part of those met bonuses by simply "resting" their young star the last ten games or so. Rightfully so, they did not, and will be paying for it next year. OTOH, they are stuck with a bad contract in Bickell's, who was rewarded by the team for two good months of playoff hockey in 2013 but hasn't actually earned anything since that signing.

It appears to me many players get paid whether they perform or not. Owners and management ice teams whether they win or not. By making it an incentive-driven initiative, it is up to the players to strive for their best efforts and the teams to play their best players in hopes of competing for a Cup or winning season. How the cap is presently set up, for the most part, it appears the players are more in control than the teams. I do not see very much parity in regards to the end result. Since 2008, there have been a total of five different teams to win the Cup in those 8 years. Perhaps San Jose can come back and make it six in 9 years but it looks like it will remain 5 in nine.

Not sure if any of this makes sense or is even worthy of further discussion but I do not like how salaries are given and then not honored or ultimately deserved, thus hindering teams who negotiate in good faith for the most part I hope. Thoughts?

Nhlpa is not going to agree to, essentially, getting paid less.
