Wow, quite rude... but I don’t have to research. Ottawa’s opening roster had 22 players just last year. I remember Pittsburgh running for the majority of a season with 22.
The idea is to save cap space and pull players up and down. Much like Toronto did with Moore. This would be a bit more difficult for Vegas with their ahl team being in Chicago.

For good measure I checked opening night rosters from last season Arizona, Carolina, Chicago, Colorado, Detroit, Los Angeles, Nashville, Ottawa and Vegas all started with a 22 man roster.
