Was Ryan Hartman so bad to not warrant a QO in Dallas and that they'd rather lose both Pitlick and Hartman for essentially nothing??

No he’s a very good fourth liner he deserve a QO but I think Dallas just does not want him and Pitlick .

His QO was a pretty good amount of money I believe. Philly needed cap space and so does Dallas. Noting to do with him being "bad" but they must have felt his QO was more than what he should get.

No it wasn't. His last contract was $875,00, his qualifying offer would have been under 1 million.

I'm guessing Hartman wanted too much $ from Philly so they moved him. Not sure why Dallas wouldn't qualify him if they actually wanted to discuss keeping him.

I read somewhere that his QO was high not saying that is what is was 100%.

Considering Dallas got rid of a player making 81,000 more it might have been to high for them to risk him signing not saying he would have. They are trying to save space to sign Zuc.

The reason the Qualifying Offer was never tendered to Hartman was to avoid the risk of arbitration. Some RFAs have arbitration rights, other (younger) RFAs don't yet, so people overlook this difference. If you go into arb and get a result you don't like, tough cookies, it's binding on you. A team close to the cap could be messed up by that, so they avoided the qualifying offer route and let Hartman go UFA.
