Why would Tampa voluntarily get so much worse?

Why would BriseBois make this trade? He really does need a RHD, my goodness he is so desperate that he signed Luke Schenn, how much closer to the bottom of the barrow can one go?. Cernak is the only NHL quality one Tampa has, and that is based on a very small sample size. He may turn into nothing next year as well.
I will not try to exaggerate the value of Ristolainen, but I will point out he hits (something the Tampa midgets could have used against the Jackets), he plays 24 minutes a night, he can score and he is at the age that many NHL defensemen suddenly put their game together.
Take out Cernak and I think it is fairly close. TBH, I will be surprised if Botts and BriseBois can make a deal. Look at the players Buffalo has picked up in the last 6 months. All are over 6' tall. At 5'8" Johnson does not seem to fit the mold of the team rebuild.

Foote is a RHD and Sergachev can play the right side. On top of all that Risto is a 4/5 PP specialist so it is terrible for Tampa.

thank you for making my point Foote has no NHL experience and Sergachev is left handed, that leaves Cernak as the ONLY RIGHT handed defenseman of value with NHL experience and that is very limited, So WHY would BriseBois move him in a trade to bring in another RHD. This leaves me bemused as to why BriseBois was either left out of the loop or did not offer enough to get Miller or Montour. Both have very nice contracts.
