Hitler - singlehandedly made slavic symbol of spirituality an universal sign of the worst ideology ever along with communism and millions of people were killed during his ruling. Worst person ever, but protected animals.
Osama Bin Laden - destroyed economic centre of NY and millions of lives. Similar to Hitler but subtract the symbol thing.
Stalin - same as other two with lives taken, but his symbol turned into meme for all things russian.

My answer is Hitler.

Bin Laden shouldn't even be mentioned in the same sentence as the other two. He gets more credit due to recency bias.

Stalin had a much longer career at 30 years in power, compared to Hitler who wasn't even in power for 10 years. Stalin also had a much higher volume of kills compared to Hitler, though that could be attributed to his longer career. Hitler could have a better kill rate at kills/60, but I'll need an analytics nerd to run the numbers for me. Although if you want to get even more granular, Bin Laden killed nearly 3,000 in less than two hours, which is pretty efficient.
