I dont think that they have to put him on LTIR only if they are going to exceed the cap

LTIR only gives cap space if the team would be over the cap, otherwise injured players can help you hit the floor. Look at the current team with MacArthur, Gaborik and Callahan on LTIR.

You can just put a guy on IR, his cap hit still counts, and Melnyk doesn't have to pay the full contract, but bc it's only on ir instead of ltir it still counts against the cap (even if he can go on LTIR you don't have to put him on it)
