Order of events without Marner at puck-drop

Description
While I think Marner will get done before the season starts (or Dubas will give him some ultimatum), I'm just trying to nerd out over the details of the cap and LTIR.

For starters, anyone who is waiver exempt can probably expect to be moved up and down on paper like crazy. The Neuvirth PTO (assuming he's the guy) provides flexibility in a very specific cap hit.

The roster below is what I think the team will be made up of for puck-drop on opening night without Marner.

1. Mikheyev, Liljegren, and Shore are on the Leafs roster. No one has been sent down. This leaves a cap hit of $86,935,532.
2. Horton is put on LTIR for FULL relief giving a cap hit of $81,635,532 (Still too high and still no Neuvirth).
3. This is when it gets fun. The Leafs artificially inflate their cap hit by papering up a bunch of waiver exempt players. I chose Korshkov, Engvall, Duszak, Kivihalme and Woll (mostly because they have round numbered cap hits). This puts the Leafs at $85,878,032.
4. Neuvirth signs for 1 year at $871,968. (If Neuvirth ends up not being the guy, I'm sure Matt Read would be happy to make this much and play for the Marlies.) This gives a cap hit of $86,750,000.
5. Clarkson is put on LTIR for FULL $5.25M relief.
6. Petan, Gauthier, Wilson, Harpur, Holl, and Hutchinson (assuming Neuvirth sticks) are waived on the last possible day when the waiver wire is jammed with players (maybe Schmaltz too but I think he sticks as the 7th D and only spare). Everyone that was papered up to inflate the cap also goes back down. This puts the Leafs at $72,982,500 and because they are now under the ceiling, they can accrue cap space.

Because they are accruing cap space, they can afford to give Marner $8.5175M of the cap. This probably isn't enough unless it's a year or two but I'm sure they'll work out more shenanigans to get him under the cap (maybe Hyman and Dermott go on to LTIR for some relief before other people go down.)

from my understanding its all or nothing with LTIR. you either need to place both on at the same time or you only get the benefit of one. you cannot add to it.

Hmm okay. So they could wait to put Horton on, call everyone extra up and move them both over when the total cap hit is $92.05M??

This is not true... although your plan will not work because you can not add more than 23 players to the roster. I would assume that Dermott and Hyman start on ltir. Every day marner misses he will have less and less room as the daily cap hits of both Horton and clarkson are on the books. I think the ultimatum will be put in place.

"The ACSL is only calculated when a team first enters LTIR, if a player is placed on LTIR while another player is already on LTIR, the ACSL is not recalculated." right from cap friendly cba on ltir.

The 23 player limit doesn't kick in until right before the season starts so this isn't an issue at all as my plan involves sending everyone down right beforehand.

I read this before which is why I moved Horton first, his 5.3M hit sets the ACSL at 86.8M. So when Clarkson goes on when there is an 86.75M cap hit they are still good for the full relief (I think). The ~$92M cap hit scenario doesn't work either because it's more than 81.5+10%.

In order to place Horton or clarkson on in season ltir you have to submit a 20-23 player roster. Sorry but that is how it works. I’m not to worried. Pridham is a genius, well he should be... he wrote the CBA. He will figure out the numbers.
