Teams do it literally all the time. Good teams cheat by putting overpaid vets that are kind of hurt on LTIR, Zetterberg, Hossa, Franzen, Callahan. Player still gets his money, team offloads cap. Is it cheating and cap circumvention? Yes. But again, good teams cheat.
