Description
These candidates make sense as Jensen continues to struggle and the fact that most of these defensemen play for teams in a rebuilding/retooling situation making them viable options. In order to make the cap work you'd probably need to send other pieces like Djoos, Stephenson, etc and maybe put an asset like Johansen to give other teams an incentive to retain on these assets. I digress any of these I'd be delighted with acquiring for that spot behind Carlson the right side to help with his load management for the playoffs as he does shoulder a majority of the ice time on defense.
Fun Tool I used to figure these candidates out (Specifically Player xG rates) :

I like Hamonic for the Caps. Bit more of a stay at home guy, but he should pair well with Orlov. He also has an expiring contract, so that can help a bit. I'm not sure if Calgary is looking to give him up, or what a package for him would look like though.

The Caps don't need a traffic cone.
