I don't know enough about the Leafs deal to comment.

The Rangers deal makes no sense for the Blueshirts. Howden's two years in the NHL have been hands down better than Puljujarvi's first two season, and Howden is actually under contract. There is no certainty Puljujarvi will return to North America because he seems to have a hyper-inflated sense of what he should be paid. And Russell is a UFA, so he has zero value in this deal other than keeping the number of contracts even. At very least, you need to add a conditional pick(s) for the reasonable chance that Puljujarvi never return to the NHL.
