The thing with waivers right now, is that most teams are very close to their contract slot limit. Which is why a lot of decent players have passed through waivers this season. If you only have 1 slot left, you have to really like a player to take up that last spot. With the possibility of European signings or ELC's for other draft picks, its a time where depth guys can pass through waivers rather easily. Not because they are undesirable but because they aren't quite good enough to warrant taking up the final contract slot.

Most teams have 45/50. Only 2 teams have 1 slot

Leafs should target a different back up than Georgiev. Rangers ask is WAY too high. He's played 60 career games or so and they want Kapanen + more. Target someone else like Casey DeSmith, or Aaron Dell, or Ryan Miller or something.. no point in giving up too much for a back up. A more realistic comparsion for Georgiev is the Bernier trade from LA to Toronto.. a contract replacement, a young roster forward and a mid round pick. If I'm Toronto I'd offer no more than Michael Hutchinson, Andreas Johnsson, and a 3rd or 4th round pick. If the Rangers decline, move on and find someone else

Does that include prospects who have ELC's but are not in North America? I imagine probably.

A little but they I think are almost always overhyped. Bozak is one of the most successful ever undrafted College players. You can find good depth sometimes but often they don't amount to anything.
