This is exactly what Buffalo should be doing: gut the UFA's and get as many mid-round picks as you can. Even if you're interested in re-signing them, since they're rentals most should be available July 1st for you to re-sign anyhow.

Once you've loaded up on picks (13 in this scenario) you can do several things with them: (a) move them for higher picks, i.e. two 7th round picks might get you a late 5th; (b) trade them for NHL-ready prospects; (c) trade them for the signing rights of a pending UFA (as PHI did here); (d) make the picks and restock the cupboards.

IOW: fast forward your re-build and give it some staying power.
