I would think that they're performance bonuses etc accumulated from last year according to players final stats?

No, they are this year’s potential bonuses. They can be roled over to next season provided you are not using ltir... if they are achieved.

teams can also go over the upper limit by 7.5% to pay the bonuses so they dont have to carry over until the next season

Must’ve been written into the cba when it passed. I’m just confused because the leafs bent over backwards to have money to pay PB’s before Matthews and marner were signed. Just seems odd. Would have been under the 7.5% (nearly 6m) 6m in pb is extremely hard to even hit.
