Yes. The max is 15.9 mil per season... he gave Barzal 15... this is a legal but probably dumb move.

The salary is 15 millions but since a offer sheet is countabilize for 5 years they take the 15 X 7 years and divide that by 5 years to get the avv. So barzal would count for 21 millions on the cap
