Send an offer sheet for Sergachev that fulfills the following conditions: Sergachev signs the offersheet with Buffalo, Tampa matches the offersheet and keeps Sergachev.

Let's assume this offersheet is reasonable, meaning Sergachev would actually sign it but Tampa would match it in a heartbeat and call it a steal of a contract.
    2.
    BUF
    TBL
Now that you helped them with Sergachev. You also send an offer sheet for Cirelli. Cirelli signs it because it is great money for good term (somewhere in the 5-7 mil for 5 years). This one is harder for Tampa to match but they will find a way.

Buffalo offers to take some cap off Tampa's hands in order for them to keep Cirelli
      3.
      BUF
      1. Barré-Boulet, Alex
      2. Johnson, Tyler
      Additional Details:
Johnson waives to play bigger minutes with Buffalo. Sleaze ABB as this was a promise made by Tampa when Buffalo offered a friendly offer sheet for Sergachev
      TBL
      1. Pilut, Lawrence [RFA Rights]
      2. Thompson, Tage [RFA Rights]
      3. 2021 2nd round pick (BUF)
      Additional Details:
Now let's assume the Sergachev and Cirelli contracts total roughly 11 mil per year. That means with a flat cap Tampa needs to clear for sure at least 5 mil. CBO can help them with that but Buffalo can offer juicy pieces to entice them to trade more cap

      Additional Details:
CBO. Okposo bought out and brought back for way cheaper

If Sergachev is willing to sign what would be considered a steal of a contract, why wouldn't he just sign it with Tampa? Johnson still has to waive his NTC and probably wouldn't for Buffalo. And why do the offer sheets have to be part of this at all? If Johnson, for whatever reason, is willing to waive for Buffalo, then why bother with the offer sheets? Just make the trade to clear cap. They'd be happy to do it. This really over complicates things.

Killorn also moves to a M-NTC after July 1, they can gain the cap space and get a good haul for him in the same time.
Tampa isnt as in bad shape that people are assuming, they have options and wont be offer sheet bullied

Go try and make a tampa team with a flat cap and no CBO that's reasonable

Trade has to happen before offer sheets. TB wouldn’t trade with someone who offer sheets not one but two of their players.

Without their 2021 3rd Buffalo can't offer sheet either Sergachev or Cirelli.

The Okposo part wasn't allowed the last time there was a cbo...
