Does Buffalo have the most expensive 4th line in the league?

It's very possible they do. Okposo is a very good 4th liner but his salary and term is rough. The Leafs will surpass them in a few years when Tavares is playing 4th line wing.

because the team only has 1 top 4 dman on the left side - makes sense to go after Hanifin and the middle 6 is atrocious and needs heavy work.

Yeah, that Calgary trade is horrible. Would rather just sign Brenden Dillon. He would be a better fit and wouldn't have to give up 4 pieces in a trade.

Johansson signed as a UFA last year and had a couple other offers. With a flat cap a lot of teams will be struggling just to resign their own players.

I would offer Dillon the option of signing with the knowledge that he can be made available in the expansion draft if he wanted. He played for the Thunderbirds for 4 years and may have the desire to play in Seattle again.

A UFA isn't signing with a pitch of "hey if you want I'll make you available in the expansion draft, where you might get taken." Plus if you do that you still don't have a #2 LHD.
