31 AGM for the 31 teams. One CBO allowed per team.

Chicago is doing a rebuild on the fly while still having the same core that made them win 3 Stanley Cup in the past decade (Toews, Kane, Keith, Saad, Seabrook, Crawford) while also acquiring some young talent (Dach, DeBrincat, Strome, Boqvist). With the #9 pick would Chicago pick Askarov? I think that's what they want. No goaltender had such a hype since Price. If they could get a younger version of him I think Chicago is gonna jump on the occasion knowing they don't got any nhl caliber goaltender in their pipeline.
I've heard about the Strome rumor. I don't think Chicago should trade him right away. I think they should wait for his value to go higher and then try to trade him. Dach is gonna be the #2 center so Strome could be expendable but the Hawks should wait for is value to get up. Last season he was very good this season it was a little bit harder. So they should gave him a bridge contract.
For the CBO I hate to use it on a player who allow this team to win 3 Stanley Cup but hockey is a business so I use it on Seabrook who since the beginning of his contract I said it would hunt them.
Since they don't got any capable goaltender I bring back Crawford on a one year contract. He's 35 but I think he can still do a capable job with the right defense in front of him. With the Shaw situation (will he retires due to multiple concussions) I hesitate to acquire a goaltender who will ask for more money (Markstrom, Holtby)
Since their few money left after those sigantures I can't add anymore but if something comes up to get a better defenseman Chicago should do it.

I think the only people that liked the Seabrook extension were Seabrook, his family and agent. If I remember correctly it was well before he was due to hit free agency. The other CBO candidate some float out there is Zach Smith.

All in all, this is pretty much all they can do if the cap is flat. I would let M Subban walk and give Delia or another goalie in the pipeline a shot. Bringing back Crawford on a 1-2 year deal for about $4M give or take makes sense for all. It seems very unlikely he'd get a significantly better deal elsewhere.
