You can't sign a RFA for less then what he made the previous season, He needs to be qualified for at least what he made last season not less.

Dont qualify him and he becomes a UFA, the offer him a contract

This is what the Pens did with Schultz a few years ago. He was a $3.9M RFA, the Pens didn't qualify him but offered him $1.4Mx1. He signed that.
