Hank signed in 2013 which was under the current CBA, not that it matters, Luongo signed in 2011 (prior) and Vancouver is currently eating 3 mil in recapture penalties for him
You are correct if Hank retires it is a 3M cap recapture. The current CBA extension limited cap recaptures to only a charge less than the contract’s AAV in any year, but that charge continues until full overage is paid off. so it still applies to Hank in full. Here it is for the tread starter:
