Pens aren’t going to be a cap team, I’ve seen people saying they’ll operate with a 70 million or so internal cap

I have found no article by him saying that. He actually mostly states the Pens are would be a destination for MAx Domi and in an interview on august 31st he said the Pens acquiring Kapanen shows they are still in win now mode.....
