No one is taking on any players off that team plus they have no assets to attach to any of the players and plus basically every team is under a lower salary cap witch I’m pretty sure islanders will be under a internal cap loooooool

Thing is NYI, ARI, STL and TBL are quite in Cap troubles atm ( on basis to re-sign some big names ) and "voltures" are waiting......ask Dubarelli how "helpfull" was Waddell when he needed to shed Cap for re-signing Marner.....

so the leafs can trade players with a flat cap but the islanders can’t? Leddy has more value than Justin holl.

The islanders will not have an internal cap.

The islanders are definitely in a tough spot - they’ll have to trade good players for essentially nothing - they won’t be able to trade players like ladd + boychuk, but two of Leddy/cizikas/bailey will need to go and all of them have value, even with a flat cap.

So they just say oh well and take a first and a third round pick for him? Even if they can’t keep him under the cap they’d match and trade him elsewhere for more than that. He’s a legit top pair RHD. That’s worth a whole lot more than a first and a third

No one wants Justin holl.

The islanders new arena will be ready next season and they will not have an internal cap for next year. You have no idea what you’re talking about.

from Capfriendly's CBA faq (click on CBA at the top right, and then FAQ):

What is a retained salary transaction/trade
When a team trades a player, they have the option to retain a part of their salary (and cap hit). The team who retains the salary then pays the retained percentage of the salary, and also retains the percentage of the cap hit until the contract expires. The following requirements must be met to retain salary:
The percentage retained cannot exceed 50 percent of the player’s salary (including all bonuses) and Salary Cap Hit.
The same percentage must be retained for both the player’s salary and Salary Cap Hit, and cannot be modified.
All teams are limited to a maximum of 3 retained salary contracts per season.
Teams cannot retain an aggregate amount of more than 15 percent of the Salary Cap Upper Limit.
Players’ contracts are limited to 2 retained salary transactions per contract.
Once a retained salary transcation has occurred, there are various limitations, such as:
A team cannot reacquire a player whom they have retained salary from for a minimum of one year after the date of the transaction, or unless the player's contract expires or is terminated prior to the one-year date.
All teams involved in a retained salary transaction will have cap implications if the contract is bought out or terminated.
Teams who retain salary on a players contract, will have the full value of the cap hit act against the teams salary cap total, regardless of whether the player is reassigned to the minors by their current team.

No guarantee that's accurate, but they seem to know their stuff.

I am fairly certain you can't trade a player for 12 months after matching their offer sheet.

Regardless, to say the Islanders would not match this is ridiculous. I thought we all went through this earlier today already.
