If Sutter would waive we could chew his contract... Think he would?

I think he and Risto paired together would make every opposing forward group adopt the "dump and change" strategy when they're on the ice lol
Plus he's pretty solid and smart defensively so he would be a good partner in general for Risto.

Philly decline. At this point Hagg is cheap enough, fairly young and familiar with our system enough that it wouldn't make sense to trade him for nothing

Borgen is 4-6D who's Right Handed. He's just been behind Risto, Joki, Montour and Miller. I figured each team needs guys to play the other side so it worked

You say that but he's actually an AHL defenseman that hasn't been able to crack the lineup of a very bad Buffalo team. I get that he is young but nothing about him screams ready to contribute to a playoff team that is expected to contend next year.
He can grow into the role and is likely better than Hagg (who I would argue is nothing more than a 7) but can Borgen be a positive addition now? We have plenty of depth in the farm system for the future.

Absolutely he is a positive add now. Buffalo has been really bad at every position except RHD lol Botterill thought he would grab all of them and turn a profit. Instead he wound up with no one taking him seriously after O'Reilly. They had 4 top 4 RHD that couldn't play their offside. How is a bottom 3 RHD gonna crack that lineup? Jokiharju wasn't even supposed to make the team last year until Kreuger told Botterill he was an idiot to send him down.
