Guy on an ELC for 3 years (possibly) for a guy who has a wicked signing bonus? Melnyk would fire Dorion on the spot.

There's a good chance that the guy Ottawa takes 5th overall doesn't end up being as good as Marner, but there's still no way Ottawa takes this. There's no reason for Ottawa to help out the Leafs by giving them a potential superstar at 18 years old on an ELC and give them much needed cap space by taking a player who was signed to a deal for well above market value.
