Because he is the wrong side of 30, has $2.5x3 left, and is (honestly) not very good. He is a low cost cap dump, not a pick up.

A 2nd is high though. I could see him as a him for a 7th at best for the Caps. Maybe Jensen, 5th for a 7th at worst.
