Umm because he has a long term injury. At this point, they're not sure he hasn't played his last NHL game already.

Fine, but you can't just stick him on LTIR before the season starts. You need to be under the cap with him on the roster then place him on Long term reserved. You are over the cap even with a 21 man roster before you sign Dunn. So yes, you will need to trade someone off this roster.

You have to be cap compliant on opening day, 81,500,000. Then you can place Steen and Tarasenko off Injured reserve to LTIR. You can't just hide their cap hits on LTIR before the season starts.

nah If you were actually a blues fan you would know that Steen is probably done. Armstrong said so in an interview. That is also why we were able to sign Clifford and Krug

"Can LTIR be used in the off-season?
Yes, LTIR can be used in the off-season while the 10% off-season cushion is active. LTIR in the off-season is calculated using the basic equation outlined above, which permits a team to exceed the off-season salary cap. To use off-season LTIR the team must provide doctors proof that the player in question will continue to be injured at the beginning of the regular season for 10 NHL games and 24 calendar days.

At the start of the season the teams LTIR relief & ACSL is recalculated when the 10% cushion is removed."

This means the Blues can wait until the last day of the offseason and then provide doctors proof that he'll be out long enough. Based on what us fans are hearing Steen may be done and playout the last of his contract on LTIR much like Hossa is but for only one year in Steen's case.
