Even if BriseBois were to retain $1 million on Tyler Johnson, it would still cost more then a 3rd round pick to move him. And Detroit isn't dealing Zetterberg and i doubt Columbus moves Dubinsky and Ottawa move Gaborik.
Ottawa can move Gaborik because they are well above the cap floor now, and no where near the cap ceiling. Trading Gaborik saves $975K in salary paid out

Why would tampa trade there best prospect for nothing in return
Foote looks like a decent prospect, but if he's your best prospect, that's not good. I haven't checked the TBL top prospects list, but Foote is at best a second pair shutdown D, but probably a 4/5 shutdown D on a good team. That's not a bad prospect, just not a typical, teams best prospect. This is the reality of being a Stanley Cup team, you have to give up the future for now.
24 year old Jaros is a 6/7 D, a definite downgrade from Foote, and 23 year old Chlapik is NHL ready, and has a very achievable ceiling of 3C. Ottawa has so many good centre prospects that Chlapik has been in tough trying to get his chance. He may have been Ottawa's best defensive forward last season, in his 31 games, and he's always been able to score, eventually. You don't have to include Paquette, but this is about clearing cap space.
Chlapik's value is less than Foote, but you're getting Gaborik, which is needed. Jaros and Paquette just evens the trade and removes a little more cap.
