If NSH (or any other team) wouldn't take Johnson for free on waivers, why would they give up assets for him?

they could've had Johnson for free though and then traded Jarnkrok + Cousins for value... this trade never happens.

Tampa can't afford Jarnkrok or Cousins, even with Tyler Johnson gone. Nashville is crystal clear that they can absolutely HAMMER Tampa (or any other team that is over the cap) in order to take on salary. You can be absolutely positive that the 5 or so teams with cap room will make it painful on anyone trying to free up space.
