Sure the Sabres (at all teams) would rather 4.5m in cap space rather than Gostisbehere

Maybe, but the clock is ticking and their 2mil over the cap without cernak and cirelli signed yet. The guys they want to move aren't cheap salaries and most have NTC, which means they just won't go to the highest bidder.

TB has to probably move at least 3 guys (or Stamkos and one other), and Cernak would be a very easy offer sheet. Season starts in less than a month....

I'm not sure, but I don't believe Cernak isn't offer sheet eligible or even arbitration eligible. Think he can be signed by Tampa for under 1m. But you're right....Tampa probably has to move maybe two players with cap. I'm guessing M NTC Killorn and maybe Stamkos can stay on LTIR for a good part of the season which saves cap due to his inexpensive replacement

Cernak is offer sheet eligible, he didn't file for arbitration though, I don't think. But I don't think the league will let them LTIR Stamkos if hes healthy, I think theres been too much smoke about that.

I don't want him to go, but he might end up in Seattle anyway as well

I agree that LTIR should not be used as "get outta cap hell jail" card. Stamkos did miss a good part of the playoffs. I'm saying if he's legitimately "unfit", even for a third of the reason season that saves Tampa almost 3m in cap space....minus his replacement cost.
