Better than Matt Benning. Will be good if Jones isn’t ready and an alternative to Russel.

Yes, he is a good two-way defenseman and is reliable on the PK too.

Never got a real shot in Tampa Bay played well in Chicago think he can be a second pairing guy given a chance at 18-20 mpg

It's just good business to have depth - especially on defense - if you can afford it. Last year 262 defensemen played at least 8 games (>10% of the season), which works out to be 8.5 per team. Edmonton had 10, including Joel Persson (13), Brandon Manning (9) and William Lagesson (8), none of whom really belonged in the NHL. And they need to replace Klefbom's 62 games. This just makes good business sense.
