It appears what the Blues are doing is waiting until the start of the season to sign Hoffman, which would allow them to wait to put Tarasenko and Steen on Long-Term Injury Reserve, allowing them to maximize their LTIR money. This points to Hoffman joining the Blues. #stlblues

Salary cap gymnastics.

They have to be cap compliant when the season starts, before placing Tarasenko (Edit: and Steen) on LTIR.

They likely have a handshake deal with Hoffman, and will officially sign him as soon as Tarasenko goes on LTIR and that cap space opens up.

The PTO just lets him join the team for training camp before signing.

It's a cap move as @coga16 and @Shootica said, he will likely sign on Day 1 of the season. They sign Dunn, place Steen/Tarasenko on LTIR and then sign Hoffman.

$13M is going on LTIR, they’ll have more than enough to sign Dunn and Hoffman.

yeah Lebrun said there is a 1 year contract waiting for Hoffman to sign on Day 1 of the season.

Either he’s waiting for the Blues to make a move, or he just wants to play hockey while waiting for an offer he thinks is fair.

You're correct. Signing a PTO allows Hoffman to display his talent during the "preseason". But he is able to sign a contract with any NHL team while on the PTO with St Louis. Of course by signing the new contract, the he is no longer with the Blues.

Blues can get cap relief now by putting Taresnko on cap relief. Steen is different issue, cause he might not be eligible for LTIR, But apparently Steen has retired which will give the Blues cap relief, but because of the front loading of his contract the Blues are subject to a "recapture" penalty.
